Planning - Unitary Development Plan
The Unitary Development Plan is the document that sets out the Council's Policies and Proposals for how land is to be used and developed in the Trafford area over the next 15 to 20 years.
The UDP seeks to ensure that:
- There is enough land available to build the new homes that are needed.
- There is enough land available to attract new businesses needed to provide employment for local people.
- The right environment is created to enhance business efficiency, competitiveness and job creation.
- The transport system is improved to provide a greater choice in the way people and freight can move around.
- Local communities are provided with a range of good quality open space, leisure, recreation and other community facilities.
- Valuable countryside areas are protected from development.
The UDP is important because:
- It gives developers and local people a clear idea of the types and amount of development that will or will not be acceptable in particulars parts of the Borough for the foreseeable future.
- It provides the framework within which the Council makes its decisions on the many planning applications that are submitted for consideration each year.
Status of the Unitary Development Plan
The Council formally adopted the first Trafford Unitary Development Plan in May 1996 after a lengthy preparation and public consultation process. Some of the guidance contained within this Plan became outdated as changes were made to national and regional planning policy guidance and to the local regeneration, development and environmental protection priorities that this Plan was based upon.
Alterations to the Plan therefore commenced in February 1999 to make it consistent with the changed planning policy guidance and the new regeneration, development and environmental policies of the Council. The intention was to extend the time period the Unitary Development Plan covered to 2016.
The Council formally adopted the Revised Plan on the 19th June 2006. The final Notice of Adoption was published by the Council on the 26th June 2006.
Documents relating to the review of the Unitary Development Plan have now been archived, but are available to view at request to the UDP Team, 1st Floor, Waterside House, Sale Waterside (Telephone 0161 912 4475).
Note: The Planning and Compulsory Purchase Act (2004) has established a new system for the preparation of Development Plans for local authority areas. The Council has begun work on this new Development Plan for the Borough - the Local Development Framework, which will supersede the Unitary Development Plan in due course. The Policies and Proposals of the Revised Unitary Development Plan are now "saved" for a period of 3 years from the adoption date of the 19th of June 2006.
Supplementary Planning Guidance
In February 2004, the Council consulted upon several Supplementary Planning Guidance documents relating to specific Policies of the Revised Plan. On the 26th July the Leader of the Council delegated approval for development control purposes of the Supplementary Planning Guidance documents to the Executive Member for Planning, Property and Prosperity in consultation with the Strategic Director. In accordance with this resolution these Supplementary Planning Guidance documents were adopted by the Council in September 2004.
