Disabled Parking Bays
To qualify for a designated parking bay you must satisfy the following criteria:
- Hold a current blue badge
- Demonstrate a genuine need for the bay being requested
- Not have access to private parking within or near the premises
The Council will make every effort to deal with applications as quickly as possible. However, putting in parking places involves consultation with local people and statutory bodies and in certain cases the production and publication of Traffic Regulation Orders. An application for an advisory bay to be introduced, where no objections are received, will take between 3 and 6 months to process.
Applications that receive objections are subject to additional checks which may include an assessment of the applicants needs by Social services prior to a decision being taken by the Council on the application.

Designated Parking Options
- A designated parking bay that is available for use by any holder of a Blue Badge near a hospital, clinic, doctor's surgery, chemist or other public building; or
- An advisory designated parking bay close to the applicants address; or
- A mandatory designated parking bay close to the applicants address that is available for use by any blue badge holder; or
- A dedicated designated parking bay close to the applicants address that can only be used by the holder of the corresponding numbered permit.
In each case, the parking place will be sited as near as possible to the relevant building but we have to take the following into consideration:
- Road Safety
- Traffic flow
- The interests of the owners and occupiers of adjoining properties
- Access to premises
Types of Disabled Parking Bays
An advisory disabled bay is introduced in most cases where the application is successful and is for a bay close to a persons home. Although this type of bay is not enforceable it has proved very successful in the majority of cases in providing the blue badge holder with an improved facility to park close to their home. This type of bay is quicker tointroduce as no Traffic Regulation Order is required.
A mandatory disabled bay does require the introduction of a Traffic Regulation Order and therefore usually takes longer to introduce, but this type of bay is enforceable. Bays for general use of blue badge holders close to hospitals, clinics, doctors surgeries, chemists or other public buildings are usually of this type. In addition advisory bays that suffer regular misuse can be changed to mandatory bays to allow enforcement.
A dedicated disabled parking bay (for blue badge holders who are also permit holders) is restricted to use in specific areas covered by permit parking schemes or at locations where use by other blue badge holders is likely to occur regularly to the disamenity of the applicants.
