ASBOs for five Trafford residents

Trafford Council, in partnership with Greater Manchester Police (GMP), has secured five anti-social behaviour orders (ASBOs) on local troublemakers.

Dwayne Worrall, 16, of Shrewsbury Street, Old Trafford has been given an ASBO banning him from areas of Old Trafford. He has been given a two and a half year order for his abusive and intimidating behaviour, which was affecting the quality of life of local residents and business owners. He is also banned from riding a pedal cycle within an exclusion area of Old Trafford.

Old Trafford resident, Antonio Latouche has been given an ASBO for five years. The 15-year-old of Pemberton Street was given the order for his abusive and intimidating behaviour. As part of the order, he is prevented from riding or being in possession of a pedal cycle in any public place in England and Wales.

Zeeshan Gani, an 18-year-old from Langshaw Street in Old Trafford, has been convicted of a number of criminal offences and was also involved in abusive and intimidating behaviour. He has been given the ASBO for a total of three years. He has since move out of the Trafford area.

Keenan Skilling, 12, who was of Castleton Avenue, Stretford but has now moved out of the area, has been given a five-year order for his intimidating and abusive behaviour, that includes towards staff at Stretford Arndale Centre. He is prohibited from throwing objects along with riding a pedal cycle on the pavement or in any commercial premises in England and Wales. He is also banned from the Stretford Arndale Centre and is subject to a curfew until December 2011.

A three-year anti-social behaviour order was given to 16-year-old Philisandi Ngilana of Ayres Road, Old Trafford. His abusive and intimidating behaviour has had an adverse effect on the quality of life of residents and businesses in the area.

As part of the ASBO conditions, all of the individuals are prohibited from causing anti-social behaviour and using abusive, insulting or intimidating language in a public place anywhere in England or Wales. Furthermore, all of the ASBOs prohibit the individuals from publicly associating with several named individuals.

Councillor Mike Whetton, executive councillor for community safety, said: "The aim of an ASBO is to prevent an individual from causing anti-social behaviour and to protect the public from the effects of such mindless behaviour.

"Trafford residents can be assured that we do take cases of anti-social behaviour very seriously indeed. We work closely with the police and other agencies to tackle intimidating and abusive behaviour. Trafford is one of the safest areas in Greater Manchester but we are not complacent. We continually strive to make Trafford an even safer place to live and work."

Trafford's Chief Superintendent Janette McCormick said: "Fighting anti-social behaviour is a top priority for us, as it is a problem, which blights communities and really affects people's quality of life. We are determined to address this issue and by working with local people and partner agencies, we have already made excellent progress.

"Before we even consider seeking an ASBO against an individual, there are a number of other interventions that we always look at using first, such as fixed penalty notices, acceptable behaviour contracts, dispersal orders and referrals to youth intervention officers.

"However, I want to send a clear message to those people persistently involved in nuisance behaviour, that we will not hesitate to apply for an ASBO where appropriate and we will use all the powers available to us to enforce it."
