The Panel felt that the application had not been properly made and the Group had not provided a convincing case to demonstrate that the land was an Asset of Community Value.

The current use of the land does not further the social wellbeing or social interests of the local wider community and was considered will not do so in the future.

The land has not in the recent past been used for the purposes of furthering the social wellbeing or interests of the local wider community and the Panel felt it was realistic to think that the land will not be used for the same purpose within the next five years.

Due to the state of the building and the prohibitive cost of bringing the first floor back into use it is unrealistic to think that there is a time in the next five years when there could be a non-ancillary use that would continue to further the social wellbeing and social interests of the local community.
