Under the Localism Act 2011 unincorporated local bodies are required to have at least 21 members to qualify as an organisation that can nominate an Asset of Community Value.  The Friends of Oak Road Park only has 6 members and therefore does not qualify.

Parts of the Nominated Land are currently disused therefore the Council does not consider that the principal uses of the whole of the Nominated Land further (or have recently furthered) the community’s social well-being or social interests and they are not likely to do so in the future.

The Panel felt that the application had not been properly made and the Group had not provided a convincing case to demonstrate that the land was an Asset of Community Value.

The current use of the land does not further the social wellbeing or social interests of the local wider community and was considered will not do so in the future.

The land has not in the recent past been used for the purposes of furthering the social  wellbeing or interests of the local wider community and the Panel felt it was   realistic to think that the land will not be used for the same purpose within the next five years.
