Driver registration form 

Applicants can register their interest by completing the online Taxi Driver Registration Form. Once the form is complete you will be contacted with further information regarding the application stages set out below:

Stage one – application form and driver knowledge test

Any person wishing to apply for a hackney carriage/private hire driver’s licence must undertake the driver knowledge test before the application can be progressed to stage two of the application process.

A pass result in the driver knowledge test is an essential criteria in determining whether a licence should be granted.

We will send applicants an email which will include an invitation reference number; a link to the payment screen; and a link to an online form. You should then use the Invitation Reference Number to make payment for the driver knowledge test. Once you have paid for the test you will be supplied with a Payment Receipt Number.The application process starts once you successfully submit the online form using the Invitation Reference Number and the Payment Receipt Number. The unique Invitation Reference Number is only valid for six months and if it is not used within that time, you will be required to complete a new registration of interest and join the back of the waiting list.

We will then email you with a date for the knowledge test. Only where the fee has been paid in full will you be permitted to take the driver knowledge test. The fee is non-refundable.

We will only accept the online application form if it is completed for the person who was issued with the unique invitation reference number.

You will be provided with an opportunity to undertake the driver knowledge test on three separate agreed dates only:

Test one

We will contact you to confirm the driver knowledge test results.

If you have failed, you will be asked to confirm whether you: 

  • want to re-sit the test
  • would like to withdraw your application
  • would like us to progress the application for determination using the results obtained in Test one

We will then (unless you contact us within 6 months of the notification of results to confirm how you wish to proceed) progress the application for determination.

If you confirm that you want to re-sit the test, you will need to wait a period of 6 months from the date of Test one.

If you successfully passed the test, we will progress the application for determination.

Test two

We will contact you to confirm the driver knowledge test results achieved

If you have failed, you will be asked to confirm whether you: 

  • want to re-sit the test
  • would like to withdraw your application
  • would like us to progress the application for determination using the results obtained in Test two

We will then (unless you contact us within 12 months of the notification of results to confirm how you wish to proceed) progress the application for determination.

If you confirm that you want to re-sit the test, you will need to wait a period of 12 months from the date of Test one.

If you successfully passed the test, we will progress the application for determination.

Test three

We will contact you to confirm the driver knowledge test results. Unless the application is withdrawn we will progress the application for determination whether or not you have passed or failed the third driver knowledge test.

If you fail to attend an agreed test date, we will retain the booking fee and you will be required to rebook the test. 

If you want to cancel and/or rearrange a test date, you must contact us by email at least 48 hours before the scheduled test, or we will retain the booking fee and you will be required to rebook the test.

If you do request a further test date, we will schedule a date in accordance with the test process steps as set out above.

Stage two  – document verification appointment

You will be contacted by email and invited to attend a document verification appointment with a Licensing Officer.

At the appointment, you will be required to provide the supplementary documents listed below and the remainder of the application fee:

  • One colour passport type photograph
  • DVLA photocard driving licence or old style paper driving licence in your current address
  • €Proof of current address which is less than 3 months old (utility bill, bank statement)
  • Check code from DVLA for viewing driving licence details
  • Overseas criminal record check/certificate of good conduct (if applicable)
  • Medical form
  • Birth Certificate
  • Certificate of Naturalisation issued by the Home Office (if applicable)
  • Biometric Residence Permit (if applicable)
  • €Proof that you are legally permitted to work in the UK
  • €Proof of ability in English (speaking and listening) at least to Entry Level 3 standard
  • Passport
  • Proof of national insurance number
  • DBS application form and identity documents required for the DBS Disclosure (you will be advised which documents are required when you make the appointment)
  • €any other documents that we may reasonably request to help progress the application
  • €the correct fees (please note that any fees for the knowledge test etc are non-refundable)

When the fee has been paid in full and all required documents have been submitted we will progress the application to the next stage. If you fail to provide the full fee or any of the required documents, including the DBS certificate, within 12 months of passing the knowledge test the application will be progressed to determination.

General notes for the document verification appointment

Key dates

Please note, the application form, medical form and DBS form should not be completed and signed any earlier than 28 days before the document verification appointment date. The DBS certificate and medical certificate will be valid for 6 months from the date of issue.

Disclosure & Barring Service (DBS) Application Form

Where an applicant does not already have a valid DBS Certificate, we will  process a DBS Certification application on their behalf. This service is offered for a fee, which is payable by the applicant..

Should you wish to use the Authority’s DBS service, you will be asked to complete a DBS Application Form, which will be reviewed at the appointment:

  • You will need to provide detailed addresses, postcodes and dates of where you have lived during the last 5 years.
  • If you have lived outside of the UK during the last 5 years you MUST bring a letter of good citizenship from the embassy of that country for the period of that residence to the Application Appointment.
  • We cannot progress the application if this evidence is not provided.

We will submit the applicant’s DBS Application Form and fee to the Disclosure and Barring Service to process:

  • Processing of the DBS Application Form can take up to 8 weeks depending on the workload of the Disclosure and Barring Service;
  • The Disclosure and Barring Service is an independent service, and therefore we have no control or involvement in the processing of DBS Applications;
  • The Disclosure and Barring Service will produce a DBS certificate, which will be sent directly to your home address. We will not receive a copy of the DBS certificate, or be notified that a certificate has been sent. It is your responsibility to ensure that you submit the DBS certificate to us.
  • If a valid DBS certificate is not submitted to us within 12 months of passing the knowledge test we will progress the application for determination.

Stage three – the induction course

All new applicants must attend an Induction Course which will be held at Trafford Town Hall and conducted by Licensing Officers.

Please ensure that you bring proof of identification to the induction course, this must be either a valid Passport or Photocard Driving Licence

You will be provided with an opportunity to undertake the induction course on three separate agreed dates.

We will confirm the first induction date to you at the document verification appointment together with the time and location of the course.

  • If you fail to attend an agreed induction date, we will retain the booking fee and you will be required to rebook the induction. We will notify you of the next induction dates.
  • If you want to cancel and/or rearrange an induction date you must contact us by email at least 48 hours before your scheduled induction date, otherwise we will retain the booking fee and you will be required to rebook the induction.

If you fail to attend three agreed induction dates within 12 months of the document verification appointment we will progress the application for determination.

Stage Four – Determination of the Application

Once the above stages have been completed, and provided we have all of the required documentation and information set out in Appendix A, we can assess the application in full.

 In determining the application, we will consider:

  • The results of the applicant’s Driver Knowledge Test;
  • The Application Form;
  • All those items listed at stage two of the application process, including the applicant’s Medical Certificate and the applicant’s DBS Certificate;
  • Trafford Council’s Policy

Where you have completed all stages of the application process satisfactorily, in that there is no question as to whether you are a fit and proper person, in accordance with our scheme of delegation, the licence will be granted by the Licensing Officers.

Where our policy and scheme of delegation dictates, the application may be referred to our Public Protection Sub Committee for its determination as to whether or not the applicant is a fit and proper person and also, whether a Driver Licence should be granted.

The options available to the Sub-Committee are to either grant the licence or to refuse to grant the licence.

If you are aggrieved by a decision made by the Sub-Committee you can, within 21 days of receipt of the written decision, appeal against the decision to:

Manchester Magistrates’ Court, Crown Square, Manchester, M60 1PR.

Stage five - issue of the Licence

Once the application has been granted you will be sent an email with an appointment date to collect their licence from Trafford Town Hall.

Hackney carriage and private hire driver licences are granted for a period of three years: except in the following circumstances:

  • Where an applicant wishes to have a one year licence;
  • Where the applicant is due to retire or cease being a licensed driver;
  • Where an applicant’s right to work visa is due to expire
  • Where an applicant’s DBS certificate is due to expire (three years from issue of the certificate); or
  • Where matters arise that the Sub-Committee or Licensing Manager believe make it appropriate, in the circumstances, to issue a licence for less than three years.

If there are restrictions on the length of time you may work in the UK, the licence will not be issued for any longer than this period. In such circumstances an immigration check will be repeated each time the driver applies to renew the licence. If, during this period, the driver is disqualified from holding a licence because they have not complied with the UK’s immigration laws, the licence will lapse and the driver must return it to the Council
