Driver badge application process

Procedure for obtaining a licence to drive a Hackney Carriage or private hire driver badge in Trafford.

Stage One – Criteria for all applicants

Applicants must be 21 years of age and have held a driver’s licence granted under Part III of the Road Traffic Act 1972 for at least 12 months. The minimum requirement is ESOL Entry 2 in English – speaking, listening, reading and writing.

This has now been extended to include the following qualifications: NVQ’s, O Levels, GCSE’s, A Levels, CSE’s and Degrees.

If you can meet all the criteria and wish to apply please email licensing@trafford.gov.uk with your name and address to request an appointment. Your email will be kept on a waiting list until we can send you an appointment date.

The current waiting time for an appointment is approximately 2 years.

Stage Two – Completion and submission of forms – by prior appointment only

Once you have been assigned an appointment we will send you an application form to complete. You can either apply for a one year licence at £302.50 or a three year licence at £432.00.

The application form, medical form and DBS form should not be completed and signed earlier than 28 days before submission to this office.

Please do not have your medical completed until you receive your date for the induction course.

The counterpart of your driving licence has now been abolished and endorsements are recorded electronically by the DVLA. In order for you to confirm your driving licence record to us you are required to access your record by logging onto the share driving licence service, where you can generate a “Check Code” which must be supplied with your application. This service is free and should be used by both paper and photo card driving licence holders. We will be unable to process your application until confirmation of your DVLA licence has been supplied.

Complete the Disclosure & Barring Service/Criminal Records Form (DBS/CRB).

To enable you to complete the form you will need to provide detailed addresses, postcodes and dates of where you have lived during the last 5 years. If you have lived outside of the UK during the last 5 years you must bring a letter of good citizenship from the embassy of that country for the period of that residence. If you do not bring this information we will not be allowed to accept your application.

When you have completed the forms and can provide all other relevant documents, please contact the licensing office by email at licensing@trafford.gov.uk to request an appointment to submit your application. You will not be seen without a prior appointment.

The Licensing office is at: Trafford Town Hall, Talbot Road, Stretford, Manchester, M32 OTH (opposite Lancashire County Cricket Club).

The submission of your application will take approximately 15 to 30 minutes subject to you providing the correct documents.

Payment will be taken at submission of your application – we only accept debit or credit card payments. Credit card payments will incur a 1.6% surcharge.

Your DBS/CRB form will be sent to the DBS/Criminal Records Bureau. This can take up to 8 weeks depending on the workload of the bureau. The report will be sent to your home address and at a later stage we will need to see the report. See Stage Four below regarding convictions.

Stage Three – The induction course

The induction course

All new applicants must attend an induction course which will be held at Trafford Town Hall and conducted by Trafford Officers. On submission of your application, you will be provided with a letter which will notify you of the date and time of the induction course that you will need to attend.

Please ensure that you bring proof of identification to the induction course, this must be either a valid passport or photocard driving licence. If you have had your medical report completed, then please bring this with you for retention by this office.

Stage Four – Once you have attended the induction course

If you have received the DBS report please bring it to the Licensing Office where officers will copy it and review the content.

If the DBS report and/or your driving licence identify convictions or offences, we will consider whether as part of your application, you will need to be referred to the Public Protection Sub Committee.

If the DBS/CRB report and/or your driving licence are clear, we are now ready to issue your licence and badges.

Stage Five – Badge issue

The badge and licence issue will take approximately 15 minutes and will normally be issued for one year or three years depending on your choice.

If you have a visa with an expiry date of less than 12 months we would also need to review the expiry date for your first licence and badge. When your visa is renewed, you would be required to pay an additional £23.60 for a new licence and badge.

The driver retains ONE copy of the licence and passes the SECOND copy of the licence to the operator/Hackney owner.

As a licensed driver it is very important that you regularly read your Hackney Carriage bye-laws and conditions or your private hire driver and vehicle conditions.
