About the GM Joint Minerals Development Plan Document

The ten Greater Manchester Authorities worked together to prepare a Joint Minerals Development Plan Document (Minerals Plan). The Minerals Plan provides a sound, sub-regional, planning policy framework that provides a clear guide to minerals operators and the public about: 

  • The locations where mineral extraction may take place;
  • The safeguarding of sensitive environmental features and of mineral resources with potential for future extraction; and
  • All aspects of environmental and resource protection including the sustainable transportation of minerals.

The Plan forms an integral part of each authority's Local Plan.

Minerals Plan – Adoption

On 13 March 2013, Trafford Council resolved that the Minerals Plan, together with consequential changes to the Trafford Policies Map, be adopted and come into force on 26 April 2013. These documents are:

There was a six week period, commencing on 26 April 2013, during which anyone aggrieved by the Plan could make a legal challenge on the grounds that the document is not within the appropriate power and/or a procedural requirement has not been complied with.  No such challenge was made.

Minerals Plan – Inspector's Report

The Inspector’s Report was received on 18 January 2013, following the Examination of the Minerals Plan. The Inspector, Mr Andrew Mead, considered that with the recommended Main Modifications the Greater Manchester Joint Minerals Plan satisfies the requirements of Section 20(5) of the 2004 Act and meets the criteria for soundness in the Framework. The report is available to view at public libraries and contact centres in Trafford during normal opening hours.

Implications for the Development Plan for Trafford

The adoption of the GM Joint Minerals Plan means that it now forms part of the Development Plan for Trafford. It is now necessary to read the GM Joint Minerals Plan, the GM Joint Waste Plan,  the Adopted Core Strategy and the Revised Trafford UDP in conjunction with one another.
