Greater Manchester Joint Waste Development Plan Document

About the GM Joint Waste Development Plan Document

Under the provisions of the Planning and Compulsory Purchase Act 2004, the ten Greater Manchester authorities have worked together to prepare a Joint Waste Development Plan Document (JWDPD). The Plan forms an integral part of each authorities Local Plan and is used to assist in determining planning applications.

The JWDPD provides a sound, sub-regional, planning policy framework that identifies sites/areas for a range of waste management facilities up until 2027, and contains a suite of development management policies.

Adoption

At its meeting on 25 January 2012, Trafford Council resolved that the Waste Plan, together with consequential changes to the Trafford Proposals Map, be adopted and come into force on 01 April 2012. 

Inspector’s Report

On 04 November 2011, the Greater Manchester authorities received the binding Report from the Planning Inspectorate following the Examination into the Waste Plan. The Inspector, Mr Andrew Mead, considered that the Plan satisfies the requirements of Section 20(5) of the Planning and Compulsory Purchase Act 2004, and the associated Regulations, and that it meets the tests of soundness set out in Planning Policy Statement 12: Local Spatial Planning. The Inspector’s report can be viewed online, and at public libraries and contact centres in Trafford during their normal opening hours.

Implications for the Development Plan for Trafford

The adoption of  the GM Joint Waste Plan means that it now forms part of the Development Plan for Trafford. It is now necessary to read the GM Joint Waste Plan, the GM Joint Minerals Plan, the Adopted Core Strategy and the Revised Trafford UDP in conjunction with one another.
