European passport return service

From Monday 1 April 2019 at midday, EEA applicants who apply online via the Home Office front end portal are now directed to a Front End Service point. Any customers who applied before midday on Monday 1 April 2019, will still be able to use the Local Authority EPRS service as before, after which time the service will cease.


The European passport return service is for EEA and Swiss nationals to keep their passport while their online application is being processed. 

The European passport return service allows you to request a participating local authority to photocopy your European Economic Area (EEA) or Swiss passport and send a copy to the Home Office.

You can only use this service if you have made an online application for a registration certificate or a document certifying permanent residence using an EEA or Swiss passport. You will not be able to use a national identity card.

Make an appointment

You must contact a local authority to book an appointment to use this service. They will be able to tell you what the appointment times are.

You will require an appointment within 10 working days of submitting your application form online.

What you need to bring with you

You will need to bring your:

  • original passport
  • a copy of your checklist
  • a printed copy of your application form
  • any other original documents you wish to submit to support your application.

Additional information

Using the service does not guarantee the success of your application.

Local authorities cannot provide any help on your application form or advise if you have fully completed it.

There may be instances where the Home Office could contact you to request for your original passport after you submit your application.


There will be a fee of £12.00 plus postage fee depending on weight of parcel
