Home Energy Conservation Act

In line with the statutory requirements of the Home Energy Conservation Act (HECA) the Greater Manchester Local Authorities must provide an updated report every two years. The report details progress made in the last two years in domestic energy efficiency and the aims for the next two years.

The report has been produced and coordinated by Greater Manchester Combined Authority for the following local authorities: Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Stockport, Tameside, Trafford, Wigan.

Reporting results

Scope 1:

Direct Emissions - emissions from combustion in Council owned or controlled boilers (i.e. both Council buildings and schools) and vehicles. Mandatory reporting.

Scope 2:

Energy Indirect Emissions - emissions released into the atmosphere associated with the consumption of purchased electricity. Mandatory reporting.

Scope 3:

Other Indirect Emissions - business travel by means not owned or controlled by the organisation, waste disposal. Optional reporting only

Carbon conversion factors for the following fuels are the same as those used for reporting under the Carbon Reduction Commitment:

  • Mains electricity
  • Mains gas

Carbon conversion factors for the following fuels are taken from the NI185 spreadsheet:

  • Bus Travel
  • Diesel
  • Petrol
  • LPG
  • Industrial mobile machinery gas oil (red diesel)
