Job description:

The Market Exit and Provider Changes team is currently part of the Central Support and Strategy Team and sits within the Regions and Providers Directorate. 

Our work involves managing the termination of contracts for independent training providers who deliver apprenticeship and other training.   We support displaced apprentices and other learners back into their training programmes. We deal with many external stakeholders such as learners, employers, providers, qualification awarding organisations and various internal teams.

We develop strategies, policies and business processes to support operational delivery of oversight activities that protect the interests of learners and ensure security of public funds.

Working on the Market Exit and Provider Changes Team is a fast-paced environment where no two days are the same. Full training and mentoring will be provided to the successful candidate.

As this role includes completion of the Business Administration (Level 3) please check the eligibility requirements below using the apprenticeship standard: Business administrator / Institute for Apprenticeships and Technical Education

  • You must have lived in the UK for 3 years prior to apprenticeship start date and not be undertaking another apprenticeship at the same time.
  • You must not already have a substantial amount of the skills and knowledge that is covered in the contents of the apprenticeship standard.
  • You must not have already worked in a similar role, or your previous learning, and/or work experience covers the contents (Knowledge, Skills, and Behaviours) of the apprenticeship standard.

  • You have a degree (or equivalent) in Business Administration.
  • Part of this apprenticeship is to complete a level 2 English and maths functional skills qualification. If you have already achieved GCSEs in English and maths at Level 4 (grade C) or equivalent or a higher grade, you will not need to complete the functional skills qualification.

At the enrolment stage, the individual's eligibility will be checked by the training provider.

Person specification:

The role holder will: 

  • Support the delivery and development of our processes and in particular:
  • carry out tasks to support termination of provider contracts and change of control cases
  • be responsible for administration and support tasks relating to the system (GDS Notify) we use for large scale mailouts
  • carry out the end-to-end process for dissolved/deactivated training providers
  • process straight forward provider contract terminations and change of control cases
  • assist with the management of learner file collections for provider termination cases
  • Source, collate, quality assure and present data from a wide range of internal and external sources, ensuring the integrity and security of data
  • Communicate effectively with DfE colleagues and stakeholders about termination cases and changes of control
  • Manage and respond effectively to the queries received from providers, employers, learners, parents etc, using standard Q&As or sourcing responses from colleagues as appropriate and escalating any issue.

Executive Officers in the DfE provide key support in the delivery of world-class policy development and business delivery. They are crucial to ensuring the smooth and effective running of the business, wherever they are based. They work with pace to provide high quality support to their customers and colleagues.

We are looking for someone who can demonstrate they have the following essential criteria:

  • Intermediate Excel experience, with the commitment to achieve advanced standard within six months and the ability to become familiar quickly with different datasets.
  • Good attention to detail, be a self-starter and consistently and efficiently produce high-quality work
  • Good communication and teamworking skills
  • Experience of working independently, proactively and flexibly
  • Good organisational and IT skills, and the ability to manage a demanding workload, meeting deadlines and work on your own initiative.

Travel to your primary office location will not be paid for by DfE, but costs for travel to an office which is not your main location will be covered.
