Motor salvage operator registration

This registration permits the operation of a business which wholly or partly recovers salvageable parts from motor vehicles for re-use or sale or other disposal for scrap of the remainder of the vehicles concerned.

Eligibility criteria

  • The application must be made by one of the following: an individual; corporate body; or a partnership
  • The applicant must satisfy the local authority that they have not been convicted of any offences under the Vehicle Crimes Act 2001 or under the Motor Salvage Operators (Specified Offences) Order 2002

How will my application be evaluated?

Applications must be sent to Trafford Council for premises situated in the Trafford area.

Applications must be on the prescribed form and accompanied by:

  • The appropriate fee;
  • A subject access form obtainable from Greater Manchester Police or an equivalent local European form and
  • Such other information we may require to determine if the premises meets the eligibility criteria above

We must grant the application where no objections have been received. However, a hearing must be held if any objections are made in respect of the application.

Once the registration has been deemed granted, we will forward the registration to you.

Advertising the application

There is no requirement for the advertisement of this type of application.

How much does it cost?

There is an application fee which must be paid at the time the application is made. Please contact us for further information.

Will tacit consent apply?

Yes. This means that you will be able to act as though your application is granted if you have not heard from us at the end of 28 days. Where objections have been received to the application, we must determine the application within 56 days. Please contact us if we notify you that objections have been made.

What if the application is refused?

You may request an appeal if the registration has been refused by the local authority.

An appeal should be lodged within 21 days beginning with the day on which the refusal was notified to the applicant.

What if the registration is cancelled?

We may cancel a registration at any time, if we are satisfied that he/she is not a fit and proper person to carry on business as a motor salvage operator.

We may also cancel a person's registration if we are satisfied that he/she is not carrying on business as a motor salvage operator in that area and has not, while registered, been doing so for at least 28 days.

If we cancel your registration, we may refuse to consider any application for registration made by that person during the period of three years beginning with the day on which the cancellation had effect.

This authority is under a duty to protect the public funds it administers, and to this end may use the information you provide on any application form for the prevention and detection of fraud. It may also share this information with other bodies responsible for auditing or administering public funds for these purposes.
