Closure of premises

Further to the Prime Minister’s announcement that certain businesses must close again from Thursday 5 November 2020, hospitality venues like hotels, restaurants, bars, clubs and pubs must close, with certain exceptions which are set out in the Regulations.

Alcohol sales

In relation to alcohol sales, licensed premises may sell alcohol for consumption off the premises (during the hours permitted on the premises licence for off sales) in one of the following ways:

  •  A delivery which is made in response to an order received by a website, app, phone call, text or post;
  • A pre-order which is made by a website, app, phone call, text or post for collection provided the customer does not  enter the premises;
  • A drive through order provided the alcohol is passed to the customer without a passenger or themselves leaving the car (no pre-order required).

Please note in terms of a localised issue, there is a Public Spaces Protection Order in place which prohibits consuming alcohol in the street. Should anti-social behaviour associated to street drinking occur as a result of Off Sales associated to a premises licensed in Trafford then the licence may be subject to review whereby additional sanctions could be imposed such as suspension or revocation of the licence.

Non-alcohol sales

In relation to the sale of food and non-alcoholic drinks, premises can sell food and non-alcoholic drinks for take-away between 05:00-22.00 hrs and during these hours customers can enter the premises to collect it.  After 22.00hrs businesses may still sell food or drink for take-away but only through deliveries, click and collect orders or a drive-thru facility (and so long as the customer does not enter the premises or get out of their vehicle).

Business support

Trafford Council is now inviting applications from Trafford based businesses that have been required to close due to temporary COVID-19 local and national lockdown restrictions. Please visit the Local Restrictions Support Grants (Closed Businesses) page for further information on how to apply.

Please also feel free to follow the Strategic Growth Team on Twitter @traffordbiz or email business@trafford.gov.uk to sign up to the weekly Business Bulletin.

The Growth Company has also launched a programme of support for SMEs in the tourism, leisure and hospitality sector. Although no grant funding is available, the programme is fully funded which means that there is no cost to the business.

Businesses may be able to get financial help through the existing government schemes.

We understand the difficulties you will face in being forced to close and work differently.  This has been a particularly challenging time for the hospitality industry, and we cannot thank you enough for your efforts over the past few months. We hope that by working together we can overcome the difficult period, protect the Licensed trade and the valuable service it provides; and most importantly, save lives.

For further support you may wish to contact the Licensed Trade Charity.

If you have any questions about these restrictions please email the Licensing Team at licensing@trafford.gov.uk
