If you operate a business that salvages reusable parts and scraps the remainder of motor vehicles, you must apply to be registered with the Council.
This relates to the Motor Salvage Operators Regulations 2002.
Who needs to register
The application must be made by one of the following:
- An individual
- Corporate body
- A partnership
The applicant must satisfy the Council that they have not been convicted of any offences under the Vehicle Crimes Act 2001 or under the Motor Salvage Operators (Specified Offences) Order 2002
How to register
You can register as a motor salvage operator online.
You will need to pay an application fee when you register. You do not need to advertise your application.
Accompanying documents
You must register using the correct form and submit the following:
- The appropriate fee
- A subject access form obtainable from Greater Manchester Police or an equivalent local European form
- Other information we may require to determine if the premises meet the eligibility criteria
What happens next
You will be able to act as though your application is granted if you have not heard from us at the end of 28 days. This is called tacit consent.
Once the registration has been granted, we will forward it to you.
We must grant the application where no objections have been received.
Objections
If we receive objections to the application, we must decide within 56 days. If you have been notified that objections have been made, email licensing@trafford.gov.uk or call 0161 912 4242.
A hearing must also be held if any objections are made.

An appeal should be lodged within 21 days of when an applicant is told about a refusal.
Cancelled registrations
If we are satisfied you are not fit and proper to carry on business as a motor salvage operator, we may cancel your registration at any time.
We may also cancel your registration if we are satisfied you are not carrying on business as a motor salvage operator in the area and have not, while registered, been doing so for at least 28 days.
If we cancel your registration, we may refuse to consider any new application for registration in the following three years.
