If you carry on the business of a scrap metal dealer, you must be registered to do so by the Council and have a licence.
Registration lasts for three years. You must then apply to renew your registration.
The dealing in scrap metal or the running of a scrap metal business is controlled by the Scrap Metal Dealers Act 2013.
Who needs to register
Dealers are classed as carrying on a business if any of the following apply:
- The dealer occupies a place as a scrap metal store in the area
- The dealer does not occupy a place as a scrap metal store, but has a usual place of residence in the area
- The dealer does not occupy a place as a scrap metal store, but occupies a place for business purposes

Scrap Metal Dealer Site Licence
- Basic Disclosure form dated within 3 months for each applicant/director/partner - Request a basic DBS check - GOV.UK
- a Plan of the site
- tax code check (for the company)
Scrap Metal Dealer Collectors Licence
- Basic Disclosure form dated within 3 months for each applicant - Request a basic DBS check - GOV.UK
- 1 passport sized colour photographs taken on a plain white background
- Valid right to work document
- Proof of address dated within 3 months - for example a utility bill or bank statement
- Valid UK driving licence
- Tax code check (for renewals)
- Full log book
- Valid MOT
- Vehicle insurance document

You can apply online for a scrap metal dealer site or collectors licence.
Apply for Scrap Metal Dealer Licence
You can also make an application to change a licence online.
You must notify us of any changes to these details or if you cease to be a scrap metal dealer within 28 days.
What happens next
It is illegal to carry on the business of a scrap metal dealer within Trafford without being registered.
