If you want to place a skip on an adopted highway, including a carriageway, footway or public footpath, you must have a permit issued by us.
It is an offence under the Highways Act 1980 to place a skip on the highway without a permit.
Any skips placed before a permit is granted may be subject to enforcement action.
Who applies
Residents should contact a registered skip hire company, which will apply for the permit on their behalf. Only the skip hire company can apply for a skip permit.
Applications for skips on major or traffic-sensitive roads will not be approved.
How to apply
The skip hire company must complete and submit the skip permit application form. The form should be emailed to the Streetworks team at least two working days before the skip is needed on site.

Applications are processed within 24 hours.
Fees
A fee of £49.35 is charged for each skip permit application.
Permits are valid for up to 28 days.
If a skip is required for longer, a new application and fee must be submitted.
An invoice is issued weekly or monthly for all approved applications. Payment is made once the invoice is received.
Conditions
Any skip placed on the highway must
- Be properly lit during the hours of darkness (from 30 minutes after sunset to 30 minutes before sunrise)
- Be clearly marked with the owner’s name, telephone number and address
- Be removed as soon as practicable after it has been filled
- All skips must be placed and maintained safely and must not obstruct the highway.

After you apply
The Streetworks team will check the application and issue a permit within 24 hours Work must not begin, or any skip placed on the highway until the permit has been approved.
The permit will confirm:
- The approved location
- The start and end dates
- Any safety or traffic management conditions
