Street works and permits

Anyone carrying out work on the adopted highway must notify Trafford Council under the New Roads and Street Works Act 1991. We issue licences to make sure work is safe and to reduce disruption to road users and pedestrians.

You will usually need a licence if you plan to dig up, occupy or place equipment or materials on the highway.

Which licence you need

Section 50 Street works licence

Apply if you are installing, inspecting, maintaining or repairing apparatus in the highway.

Apparatus includes:

  • Private drainage connections
  • Broadband or telecommunications infrastructure
  • Private utility connections, such as water or gas pipes

The licence is granted to the owner of the apparatus. The owner becomes responsible for its maintenance under the New Roads and Street Works Act 1991.

Apply for a Section 50 Street works licence

Section 171 Licence

Apply if you want to:

  • Place or store materials on the highway
  • Occupy part of the highway temporarily
  • Make a small excavation or road opening that is not connected to new or existing apparatus
  • This licence is usually for short-term or minor works.

Before you apply

  • Work cannot start until a signed licence has been issued.
  • Applications must include proof of public liability insurance for at least £5 million.
  • All work must be supervised by accredited staff and carried out safely in line with the Safety at Street Works and Road Works Code of Practice.

You should apply as early as possible to allow time for approval.
