Giving our children and young people the best start in life is one of our five corporate priorities. 

Our vision

Our Best Start in Life Local Plan 2026 sets out our vision. We want to make sure every child: 

  • gets the best start in life, 
  • grows up happy and healthy, 
  • achieves their potential.

As well as making sure no child is left behind.

Parents and families will feel confident to: 

  • support babies and young children,
  • ask for support when they need it.

Our ambitions

This plan sets out our ambitions in the following areas:

  • Reduce inequalities in early childhood outcomes.

  • Improve child development.

  • Enhance early health and wellbeing.

  • Expand access to high‑quality early education.

  • Strengthen family support and the home learning environment.

  • Integrate services through Best Start Family Hubs.

  • Build a skilled and inclusive workforce.
