Qualifying for disabled relief

This form is for those wishing to apply for a reduction in their Council Tax on the basis of the property a disabled person resides in having been adapted to meet their needs.

Your Council Tax band will reduce by one band if you qualify. For example, if you are currently being charged for a Band D property your charge will reduce to that of a Band C.

A disabled person is defined as someone who is substantially and permanently disabled, whether by illness, injury, congenital deformity or otherwise.

In addition, there has to be provided within the residence:

  • A room, other than a bathroom, kitchen or lavatory, which is predominantly used (whether for providing therapy or otherwise) by the disabled person in the dwelling and is required for meeting the needs of the disabled person *.
  • A second (i.e., additional) bathroom or kitchen which is required for meeting the needs of the disabled person.
  • Extra space inside the property to allow the disabled person to move around from room to room in a wheelchair. This means that the wheelchair must be used indoors by the disabled person.

* “Meeting the needs of the disabled person” means that the room must be of essential or major importance to his/her wellbeing by reason of the nature and extent of the disability.
