About public rights of way (PROW)

Public rights of way (PROW) are open to everyone, and people have the right to use them. PROW can run through urban areas, the countryside or private property. Types of rights of way include public:

  • footpaths for pedestrians only
  • bridleways for pedestrians, horse riders and cyclists
  • byways for pedestrians, horse riders, cyclists and motorised vehicles

Report an issue

We can offer advice, and where appropriate, take action over a blocked or disputed PROW. 

We cannot take action over blocked or disputed private rights of way. Anyone affected in this way should consult a solicitor.
