Energy suppliers provide funding through the Energy Company Obligation (ECO) to help low-income and vulnerable residents. In February 2019, the government updated its guidance, allowing local authorities to create a Statement of Intent (SOI) to define eligibility criteria for these funds.
In Greater Manchester, a single SOI covers all ten districts, including Trafford. Eligibility declarations are issued for either Greater Manchester-wide or locally led schemes through the district's affordable warmth service.
