Regulation 19 Publication Stage

The Council has published its proposed Local Plan for comment before it is submitted to the Government for examination. This stage is known as the Publication Stage or Regulation 19. 

On this page you can view and download key submission documents, including the Publication Version of the Local Plan. 

The Evidence Base page contains reports and assessments which have informed the preparation of the Local Plan.

Dates

6 August 2026 to 11:59pm on 18 September 2026. 

Making representations

All representations received will be considered and submitted to the Inspector as part of the examination process.

This is the final opportunity to comment on the Local Plan and comments at this stage are only being sought on the ‘soundness’ and legal compliance of the plan; specifically, whether the Local Plan is:

1. Legally compliant – has been prepared in accordance with the relevant legal requirements for plan-making
2. Positively Prepared – identifies enough land and development to meet Trafford’s needs for things like homes, jobs and services, while working with neighbouring councils where matters cross boundaries
3. Justified – is based on proportionate up to date evidence and is an appropriate strategy considering the reasonable alternatives
4. Effective – is realistic and capable of being delivered and has been prepared in collaboration with other organisations to resolve issues that affect more than one area
5. Consistent with National Policy – is consistent with relevant national policy

How to comment

All representations must be made in writing. 

The easiest way to comment is online through the Citizen Space platform. This will ensure that representations are recorded accurately. 

• Representations must focus on whether the plan is legally compliant and sound
• You can choose what to comment on – you don’t need to respond to everything
• The Council cannot accept anonymous representations
• Your name and representation will be published on the website as part of the examination process
