People with a legal responsibility to register are:
- A relative of the deceased
- The partner of the deceased (where the couple have been living as partners in an enduring relationship)
- A person present at the death
- The occupier of the premises where the death occurred, if they knew of it happening
- The person arranging the funeral - this does not mean the funeral director
- Personal Representative of the deceased
