Private Hire operator

These requirements apply to new and renewal of the private hire operator’s licence.

A private hire operator's licence is required to enable a person to accept or invite bookings for private hire vehicles.

One person can be licensed and employ/sub-contract an unlimited number of licensed vehicles. However, a licensed private hire driver cannot accept any bookings unless he/she either holds or works for a licensed private hire operator. An operator may pass a booking to another licensed private hire vehicle operator provided that they record the hiring and that they have sub-contracted the work. 

Documents required

• Basic DBS Check - An applicant for a private hire operator’s licence must provide a current (no more than four weeks old) Basic Disclosure. Where the application is made in a company name a basic disclosure for each director or partner must be provided.  The disclosure is valid for one year from the date of issue. The operator and their staff (paid or unpaid) who have access to bookings must be DBS checked annually to ensure that only safe and suitable people have access to operator records. A subsequent disclosure must be provided prior to the expiry of the existing certificate. (Does not apply if you are a trafford driver)
• List of Vehicles 
• Statutory declaration (Does not apply if you are a trafford driver)
• Public Liability Insurance (£5m)
• Employers Liability Insurance (If applicable)
• Planning permission or a certificate of lawful use. The booking office must be located within Trafford.
• A current Tariff Card
• A copy of the operator’s:
  • Safeguarding Policy
  • Customer Service and Complaints Policy
  • Equality Policy (Equality Act 2010)
  • Data Protection Policy
  • Recruitment/Suitability
