Hazards and safety measures

Properties must be free of serious hazards under the Housing Health and Safety Rating System (HHSRS). 

All HMOs must also have adequate fire safety measures and comply with the recommendations in the LACORS Fire Safety Guide.

You must ensure that a fire safety risk assessment is made of the common areas by a competent person. This is a legal requirement, enforced by the Fire Authority. Read about how to do a fire safety risk assessment on GOV.UK.

Management regulations

Two sets of management regulations apply to HMOs: The Management of HMOs (England) Regulations 2006 and Additional Provisions Regulations 2007.

This legislation places certain duties on those managing the property. Non-compliance may result in prosecution or a civil penalty.
