Planning Performance Agreements (PPAs)
As part of an enhanced planning service, we offer the opportunity for applicants to enter into a Planning Performance Agreement (PPA). This sits alongside the standard pre-application advice service. It takes the form of a written agreement which is signed by the key parties.
A PPA is a voluntary project management tool between an applicant and us to agree on actions, resources, and timescales for the handling of a specific planning application. PPAs are usually agreed at the pre-application stage and relate to the whole development process.

When PPAs should be used
PPAs can be used for any type of application. They are most effective:
- for major and complex planning applications
- where there is a requirement to meet particular deadlines for example, to secure funding
We strongly encourage the use of PPAs in these circumstances.
Benefits of PPAs
There are many benefits of a PPA including:
- Identification of key issues and relevant consultees at an early stage
- Improved collaborative working between the key parties
- Setting more realistic and predictable timetables, with a structure of deadlines and action points
- Better overall management of advice at pre-application application and post-application stages
- Greater accountability, transparency and communication
- Better project management with a guarantee of dedicated Council resources
- Promotion of improved development outcomes
PPAs do not guarantee a planning permission. However, their aim is to encourage a more efficient process through improved communication and to foster good working relations.

Fees for PPAs
Fees for PPAs are typically bespoke, dependent on the scale and nature of the development and the timescales proposed.
If the PPA is to include pre-application discussions, the fee will be incorporated into the overall cost of the PPA. No separate pre-application enquiry fee will be payable. Application fees would still be needed.
