Temporary road closures

Occasionally, roads or footways in Trafford will need to be closed due to works on or near the highway, or for special events (such as parades or sporting events).

Such road closures will need a Temporary Traffic Regulation Order (TTRO) if they are taking place on the adopted highway.

Apply for a Temporary Traffic Regulation Order (TTRO)

To apply for a TTRO, complete our request form and email it to traffordstreetworks@amey.co.uk

Alternatively, send the completed form to: One Trafford, Streetworks, Tatton House, 11 Caldey Road, Roundthorn Industrial Estate, Manchester, M23 9LF.

A minimum notice period of six weeks is needed to issue and advertise a Temporary Order.

If the request is approved, the person or organisation applying for the order must post the notice and consult with anyone affected by the closure. A copy of the letter indicating where they have been sent/delivered should be forwarded to traffordstreetworks@amey.co.uk.

Applicants are also responsible for covering all related costs, including any required signage.

Costs

For larger and commercial events, the fee will be £756 or £2,583, depending on the nature of the event.

For small, community events with minimal impact on the highway network, the TTRO fee may not apply in full, subject to agreement.

Guidance for holding an event that needs a TTRO

In certain circumstances, roads are closed to allow special events, such as street parties, sporting events, and parades.

Anyone can apply for a road closure for a special or community event. However, we reserve the right to refuse a road closure.

Small, community events 

If you are organising a small, low-risk community event with minimal impact on the highway network, you should:

  1. Discuss your event with our events team at the earliest opportunity and at least eight weeks before the event.
  2. Complete the events application form, including details relating to road closures. You should explain how you or your traffic management company intend to manage traffic from your event.

Once we have received your application, we may contact you for any required additional information.

If your application is approved, you will be issued a Temporary Traffic Regulation Notice. Copies of this notice should be displayed at the beginning and end of the area impacted by your road closure at least one week before the event, and taken down immediately after the event. 

You will also have to pay for any associated traffic management relating to your event.

Larger events

If you are organising a larger event with a significant impact on the highway network, you should discuss your event with our events team and our highways team at the earliest opportunity. 

You should do this at least six months before the event. Organisers of new events should contact us twelve months before the event. Depending on the nature of your event, we will then advise you on the application process.

Once we receive your application, we may contact you if we need more information or to let you know about any consultation or engagement activities you need to complete.

‘In principle’ approval

If we give your application ‘in principle’ approval, we will let you know about any extra documents needed, any multi‑agency or Safety Advisory Group (SAG) meetings that must be arranged, key deadlines you must meet, and any fees that apply. 

As the event organiser, you are responsible for arranging any required SAG meetings.

Final steps

At least eight weeks before your event, you must complete and submit a TTRO request form. You should also send in any remaining documents related to your event.

If your application is approved, you will be issued a Temporary Traffic Regulation Notice. Copies of this notice should be displayed at the beginning and end of the area impacted by your road closure at least one week before the event, and taken down immediately after the event. 

You will have to pay for any associated traffic management relating to your event.
