New Carrington Masterplan

New Carrington is a strategic allocation identified in Places for Everyone (PfE) - the long-term plan of nine Greater Manchester districts (Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside, Trafford and Wigan) for jobs, new homes, and sustainable growth.

Once adopted, PfE will become part of the statutory development plan for each of the nine Greater Manchester authorities, including Trafford.

Places for Everyone Policy JPA33: New Carrington requires that the allocation is developed in accordance with a detailed Masterplan that has been developed in consultation with the local community and other stakeholders, and approved by us.

We have begun preparation of the detailed Masterplan. This will set out how the allocation will come forward in line with the PfE policy requirements.

The production of a detailed Masterplan will provide a clear planning framework to enable the sustainable, phased delivery of the New Carrington allocation and will enable high quality place making through the provision of clear and unambiguous planning and delivery guidance.

The Masterplan will incorporate the aims and requirements of the whole allocation to ensure the coordinated delivery of development, as well as identifying an appropriate proportionate contribution to fund necessary infrastructure, ensuring the sustainable delivery of the allocation.

New Carrington overview

The New Carrington allocation (PfE Policy JPA33) is proposed for approximately 5,000 homes in total and 350,000 sqm of employment floorspace for industry and warehousing (B2 and B8).

It also incorporates significant areas of retained Green Belt through the centre of the site, alongside strategic greenspaces.

The allocation is located in west Trafford, south of the River Mersey. The Manchester Ship Canal forms much of the western boundary, as well as the existing Partington settlement boundary.

To the east is the existing Sale West community and to the south Warburton, Dunham and the wider National Trust Dunham Massey estate.

The New Carrington allocation is a significant opportunity in both Trafford and Greater Manchester to provide substantial housing and employment development.

The allocation will deliver development across a number of distinct character areas and will be integrated with the existing communities at Partington, Carrington and Sale West.

A new community will be created, incorporating a broad mix of housing types and sizes with a clear sense of place, as well as significant employment space for industry and warehousing.

The scale of the proposed development, in the strategically important location of New Carrington, will improve transport links including public transport and active travel; improve the viability of community services and facilities in the area; and have a significant regenerative impact on existing communities.

Key documents

A range of supporting information and evidence base documents have been prepared for the New Carrington allocation and these will help to inform and support the development the Masterplan.

Community and stakeholder involvement

Community and stakeholder involvement and consultation in the preparation of the Masterplan is key to its success.

As such four stakeholder project groups have been established to help shape the Masterplan. These are:

  • Ward Members and Parish Councillors
  • Community Groups and Representatives
  • Landowners and Developers
  • Statutory and Non-Statutory Consultees

These project groups will meet periodically throughout the preparation of the Masterplan, ensuring, as much as possible, that the views, opinions and experiences of each stakeholder is expressed and captured wherever possible.

Public consultation on various aspects and/or stages of the Masterplan will also be undertaken enabling everyone to have their say on the proposals, which have been informed by the project groups.

Timetable and project team

The Strategic Planning and Growth team will lead on the preparation of the Masterplan and will appoint a consultant team of specialists to assist with the technical aspects of the Masterplan.

The consultant team has not yet been appointed; however it is anticipated work on the Masterplan will begin in early 2024, with the first stage(s) complete by the end of 2024.

As part of the tender process for the New Carrington Masterplan: Delivery Strategy, a Client Brief has been prepared and issued for tender for suitably qualified and experienced consultancy / consultancies to produce a comprehensive Delivery Strategy for the New Carrington allocation. The Delivery Strategy is the first part of a detailed Masterplan for New Carrington.
