Commercial classes in parks

In recent years outdoor personal fitness classes, boot camps, forest schools and other forms of commercial activity have become increasingly popular in our parks and greenspaces. Whilst acknowledging that these types of activities can be good for the health and wellbeing of residents we want to ensure that activities are appropriate to the site.

This scheme will ensure that residents can easily determine whether an operator has a relevant qualification, has appropriate insurance and has addressed relevant health and safety requirements.

Fitness classes, especially larger ones, can also have an impact on the grounds and maintenance of the space and on other users. As a general rule, we do not currently permit use of its venues for private commercial activities or events which are not promoted to the general public.

You can send us your application as early as you wish but it must arrive no later than 8 weeks prior to when you require an in-principal decision from us. If you are an organisation who wishes to hold a regular class in a council park or greenspace you will need to complete the commercial user application form.

Commercial classes will be charged.

Required documents

The documents you will need to provide for your commercial class

  • Risk assessment
  • Public liability insurance policy number and expiry date
  • Site plan – This should identify the area of the park in which you would like your class to take place
  • Class schedule for commercial classes in parks form
  • Staff qualifications (Level three or above fitness trainer qualification / forest school accreditation)
  • First aid certificate
  • DBS check for classes with under 18’s 
  • Physical activity readiness questionnaire (fitness classes)
