Temporary road closures

Occasionally, roads or footways in Trafford will need to be closed due to works on or near the highway, or for special events (such as parades or sporting events).

Such road closures will need a Temporary Traffic Regulation Order (TTRO) if they are taking place on the adopted highway.

How to apply

To apply for a TTRO, you will need to complete and submit a TTRO request form.

A minimum notice period of six weeks is required for the granting and advertising of a TTRO.

If a requested is granted, the individual or organisation requesting the order will be responsible for the posting of the notice / order, and consulting with any stakeholders impacted by the closure. They will also need to meet any costs involved with this, including for any required signage.

Special events

Sometimes, in certain circumstances, roads are closed to allow special events such as street parties, sporting events, parades to take place. Anyone can apply for a road closure for a special or community event. However, we reserve the right to refuse a road closure.

Small, community events 

Organisers of small, low-risk community events with minimal impact on the highway network should: 

  • Discuss your event with our events team at the earliest opportunity. You should do this at least eight weeks before the event 
  • Complete the events application form, ensuring you include any details relating to road closures. You should provide details of how you or your traffic management company intend to manage the traffic as a result of your event
  • Once we have received your application, we may contact you for any required additional information
  • If your application is approved, you will be issued with a Temporary Traffic Regulation Notice. Copies of this notice should be displayed at the beginning and end of the area impacted by your road closure at least one week before the event, and taken down immediately after the event. You will also have to pay for any associated traffic management relating to your event

Larger events

Organisers of larger events with a significant impact on the highway network should:

  • Discuss your event with our events team and our highways team at the earliest opportunity. You should do this at least six months before the event. Organisers of new events should contact us twelve months before the event. Depending on the nature of your event, we will then advise you on the application process.
  • Once we have received your application, we may contact you for any required additional information, or to inform you of any consultation or engagement exercises you may be required to complete.
  • If we grant ‘in principle’ approval of your application, we will advise you of any additional required documentation, any multi-agency / Safety Advisory group (SAG) meetings which will need to be arranged, any key deadlines which need to be met and fees which will apply. As the event organiser, it will be your responsibility to organise any SAG meetings.
  • At least eight weeks before your event, you will need to complete and submit a TTRO request form. You should also submit all outstanding documentation relating to your event.
  • If your application is approved, you will be issued with a Temporary Traffic Regulation Notice. Copies of this notice should be displayed at the beginning and end of the area impacted by your road closure at least one week before the event, and taken down immediately after the event. You will have to pay for any associated traffic management relating to your event.

Costs of road closures for events 

For small, community events with minimal impact on the highway network, the TTRO fee may not apply in full, subject to agreement.

For larger and commercial events, the fee will be £690 or £2,350 depending on the nature of the event.
