Who pays and how the charge is calculated

The person responsible for paying the CIL charge must submit CIL Form 2: Assumption of Liability before development commences. If this form is not submitted, the charge will automatically fall to the landowners, and additional fees may be applied.
CIL is calculated based on the size, use and location of the development. The charge is set per square metre and varies depending on which charging zone the development is in.
Indexation and rates
CIL payments are index-linked. From 1 January 2026, Trafford uses the RICS CIL Index.
