This page explains how we collect and use personal information for participation in the National Fraud Initiative (NFI).

What information we collect

We may collect:

  • Name, address and contact details
  • Date of birth and gender
  • National Insurance number
  • Employment and payroll information
  • Council tax and housing benefit records
  • Electoral register records
  • Housing tenancy records
  • Pensions, concessionary travel and other service use records

The exact datasets we process will depend on the matching exercises we are required to take part in.

Why we collect your information

We use your information to:

  • Prevent and detect fraud
  • Protect public funds
  • Meet our legal duties under the Local Audit and Accountability Act 2014
  • Participate in data matching exercises carried out by the Cabinet Office as part of the NFI

Our lawful basis

The main legal basis we use is:

  • Legal obligation – to comply with our statutory requirement to take part in the NFI under the Local Audit and Accountability Act 2014

For special category data, we rely on:

  • Substantial public interest – under UK GDPR Article 9(2)(g) and Schedule 1 of the Data Protection Act 2018, for the prevention and detection of unlawful acts

Who we share your information with

We are required by law to share information with the Cabinet Office for the NFI.

The Cabinet Office may also share matched data with other public bodies taking part in the NFI for the purposes of preventing and detecting fraud.

How long we keep your information

We keep NFI-related data in line with statutory retention schedules.

The Cabinet Office may keep matched datasets for up to two years after the conclusion of a matching exercise.

Automated decision‑making

The NFI involves automated data matching, but any investigation or enforcement action that follows is always reviewed by a human.
